Vespasian's sustained emphasis on Pax was deliberate political messaging — the Flavian dynasty needed to distance Rome from the civil bloodshed of 69 AD, the Year of the Four Emperors, and establish itself as the restorer of order. By 76, eight years into his reign, the Pax coinage had become less urgent propaganda and more institutional confidence, minted in a period of genuine administrative stability and fiscal reform following the financial wreckage left by Nero and the civil wars.
