The Jewish War had just concluded — Titus sacked Jerusalem in 70 AD — and the Flavian dynasty needed to convert a brutal suppression into a founding myth. The VICTORIA AVGVSTI legend appeared across multiple denominations simultaneously, tying military victory directly to imperial legitimacy at a moment when Vespasian's claim to the purple rested almost entirely on his legions' performance in Judaea.
