Struck in the first two years of Trajan's reign, this issue dates to a moment of careful political consolidation. Nerva had adopted Trajan in 97 AD under duress — the Praetorian Guard had effectively forced his hand — and when Nerva died in January 98, Trajan remained on the Rhine frontier for nearly two years before entering Rome. The emphasis on Pax in early Trajanic coinage was deliberate messaging from an emperor who had not yet shown his face to the Senate in person.
