TR POT XXIIII places this issue in Tiberius's 24th tribunician year, a period when the emperor had already withdrawn much of his public presence — he would retreat permanently to Capri just a few years later in 26 AD. The Praetorian prefect Sejanus was consolidating influence in Rome during precisely this window, and the relative quietude of Tiberius's coinage output in these years reflects an emperor increasingly disengaged from the theatre of imperial administration.
