The legend VEHICVLATIONE ITALIAE REMISSA records a specific administrative reform: Nerva abolished the vehiculatio burden on Italian municipalities — the obligation to provide transport animals, wagons, and lodging for imperial couriers and officials passing through. The system had become a source of genuine hardship, with local communities bearing costs they had no means to refuse. Nerva transferred the expense to the imperial treasury, and this sestertius was struck explicitly to publicize that decision.
It is one of the few Roman coin types where the legend functions essentially as a receipt of policy.
