Nerva struck this LIBERTAS PVBLICA issue in 97 AD, the year following his accession after Domitian's assassination. The slogan was deliberate provocation — Domitian had been declared damnatio memoriae by the Senate, and Nerva's coinage served as a running rebuttal, advertising liberties the previous regime had systematically crushed. The Senate had not forgotten that Domitian executed men for the contents of their libraries.
Nerva died in January 98, leaving this type with a production window of little more than a year.
