This sestertius belongs to Nero's later coinage, after the Neronian monetary reform of 64 AD fundamentally debased and resized the entire Roman bronze system — reducing the weight standard that had held since Augustus. The reverse type references a congiarium, a direct cash distribution to the Roman populace, one of several Nero staged to maintain popular support. These distributions were not merely political theater; they were logistically enormous events recorded in the Fasti and tied directly to specific coin issues as commemorative receipts of a kind.
Orichalcum sestertii from this reign are frequently found with uneven flans, a known production issue at Rome in this period.
