The legend LOCVPLETATORI ORBIS TERRARVM — "to the enricher of the world" — was struck to commemorate Hadrian's second imperial congiarium, a cash distribution to the Roman citizenry recorded as part of his early reign's extraordinary generosity program. Hadrian distributed at least five congiaria over his reign, an unusual frequency even by imperial standards, and this issue directly celebrates the second of them.
RIC II.3 #431 is among the types revised and renumbered in the 2007 re-editing of RIC II, making older catalog references unreliable for precise attribution.
