正面描述 Laureate and draped bust of Emperor Hadrian facing right, portrayed with characteristic short curly beard and hair beneath the laurel wreath, the paludamentum fastened at the right shoulder visible from the rear. The imperial effigy is rendered in bold high relief typical of Hadrianic bronze coinage. The encircling legend runs clockwise around the bust. The portrait conveys a strong naturalistic likeness consistent with established Hadrianic iconography of the later part of his reign.

Hadrian's sustained emphasis on Justitia as a governing ideal tracks closely with his extensive legal reforms of the late 120s, which included the codification of the praetorian edict — the Edictum Perpetuum — commissioned around 130 AD and executed by the jurist Julian. The edict had previously been reissued annually by each sitting praetor; Hadrian ended that practice permanently, fixing Roman civil procedure in written, stable form for the first time.

The COS III dating narrows this to a precise window after 119 AD, when Hadrian entered his third consulship and never held the office again.
