The EXERC DACICVS legend commemorates Hadrian's address to the Dacian garrison troops, part of his extraordinary series of adventus and allocutio issues documenting his provincial tours of the late 120s and early 130s. Hadrian personally visited the Dacian legions — a province Rome had only held since Trajan's conquest finalized in 106 AD — and these coins were almost certainly struck to mark that inspection, reinforcing imperial presence in a frontier zone still requiring heavy military commitment decades after annexation.
