Hadrian's IVSTITIA issues belong to a broader programmatic series he deployed from around 128 onward, using coinage to personify virtues — justice, equity, clemency — in deliberate contrast to the militaristic imagery favored by Trajan. This was political messaging as much as monetary policy; Hadrian had already abandoned Trajan's eastern conquests and needed a domestic ideological framework to justify a reign built on consolidation rather than expansion.

The COS III designation fixes this to his third consulship, held from 119 but used on coin legends well into the 130s.
