Hadrian's CLEMENTIA coinage belongs to a broader programmatic series issued around 128–130 AD, during which the emperor systematically celebrated imperial virtues following his return from extensive provincial tours. Clementia — the quality of mercy and restraint in the exercise of power — had particular political weight under Hadrian, whose early reign was shadowed by the execution of four senior senators, an act he publicly blamed on Trajan's orders and never fully escaped.
RIC II.3 1180 places this issue firmly within the third consulship group, a chronological anchor tied to Hadrian's titulature rather than any single mint event.
