The plumage is rendered with fine detail, giving the bird a naturalistic, compact presence. The senatorial authority mark S C (Senatus Consultum) is placed in the field to either side of the owl, within a beaded border. The reverse composition is deliberately spare, allowing the owl to dominate as an emblem of Minerva's wisdom and Domitian's divine association. |

Struck under Domitian in 88–89 AD, this semis belongs to a brief but deliberate revival of the old Republican bronze fractional denominations — the semis and quadrans — which Domitian reintroduced as part of a broader reassertion of traditional Roman monetary and religious conservancy. The SC mark confirms senatorial authorization, a formality that carried real political weight under an emperor who managed the Senate with calculated suspicion.
RIC II.1 651 is not a rare type, but the series as a whole was short-lived; fractional bronzes largely disappeared from regular Roman imperial production within a generation of this issue.
