Hadrian's third consulship, held from 119 AD, provided the dating anchor for this emission, produced during a period when the emperor was reorganizing provincial administration and preparing for his first major tour of the empire's frontiers. The pairing of Aequitas and Moneta on a semis — the lowest bronze denomination in regular production — reflects an unusually deliberate iconographic program for so small a coin, likely part of a broader thematic series coordinated across multiple denominations simultaneously.
RIC II.3 #487 belongs to the revised second edition's thorough reattribution of Hadrianic bronzes, which substantially reshuffled earlier RIC II numbering established by Mattingly and Sydenham.
