This piece belongs to a short-lived French collector ECU series issued in the late 1980s, when the European Currency Unit — a basket currency used for accounting within the EEC — was briefly exploited as a vehicle for novelty issues. The ECU had no legal tender status for everyday transactions in France, which gave the mint considerable latitude to produce thematic pieces that would never have appeared on standard coinage. The Smurf licensing tie-in reflects the Belgian comic origin of the characters and the broader Franco-Belgian cultural proximity that made such a collaboration commercially plausible.
