The Sharifate of Mecca operated under Ottoman suzerainty but maintained the practical autonomy to issue its own coinage for local circulation around the Hijaz. This fraction was struck under Ghalib ibn Musaid, who navigated an extraordinarily turbulent period — the First Saudi-Wahhabi State was pressing hard against Meccan control, and Ghalib would lose the holy cities to Saudi forces just a few years after this issue.

The choice to denominate in rupee fractions reflects the commercial reality of the Hijaz at the time: Indian Ocean trade networks, pilgrimage traffic from the subcontinent, and British Indian commerce made the rupee the dominant transactional reference across the region.
