Holland struck these pieces during the chaotic interlude when Robert Dudley, Earl of Leicester, governed the Dutch Republic as Governor-General under English authority — a role he accepted in January 1586 despite Elizabeth I's public displeasure at the title her favourite had accepted. His administration was fractious from the start, plagued by accusations of corruption and open conflict with the States-General over trade policy with Spain.
Leicester was recalled to England in 1587, and his brief tenure left this two-year window as the sole occasion Holland's coinage bore any reference to English overlordship.
