Local grain coupons of this type were a relic system still operating well past the point of relevance. China officially abolished the national grain rationing system in 1993, ending the urban *liangpiao* regime that had run since 1955. But county-level offices in interior Hubei — Yunxian among them — continued issuing localized food stamps into the mid-1990s, either drawing down existing stocks, managing transitional subsidies, or simply because institutional inertia outlasted central policy. A coupon dated 1996 from a county-level chengguan grain office is administratively late by any measure.

Yunxian County sits in the Hanjiang valley; the area was substantially affected by the Three Gorges reservoir project, with significant population resettlement beginning in the late 1990s. Whether this coupon predates or overlaps early resettlement activity in the county is unresolved.
