This piece is a preparatory strike for the 20-franc Pétain large module — produced at the Paris Mint before the type entered regular circulation under the Vichy regime. The Vichy coinage program, launched after the armistice of June 1940, replaced Republican symbols with Pétain's effigy as a deliberate act of political realignment, and the preparatory work necessarily preceded that formal decision. These trial and preparation pieces were never released to the public.
The GEM references 174.4 and 174.6 distinguish between specific preparatory variants, a distinction that matters considerably to specialists in Vichy-era issues.
