Raymond III of Tripoli held the regency of Jerusalem twice — the second time, from 1185, placing him in effective control of Crusader administration at the most precarious moment before Hattin. The Lordship of Beirut sat within his sphere of influence, and this small copper issue reflects the pragmatic need to supply local markets with low-denomination coinage when the political situation made coordination with Jerusalem's mint unreliable. Raymond's regency ended with the catastrophe of 1187, making the window for this issue exceptionally narrow.
