Obverse description High-relief allegorical composition depicting a nude male figure of Mercury at left, striding forward with one arm extended toward a draped female allegorical figure representing the city at right, who gestures outward with abundance; a putto at lower right holds a cornucopia overflowing with fruit. A busy harbor scene with sailing ships fills the background field. The date 1863 and the legend SCHELDE VRIJ appear in the lower portion of the plaquette, with the engraver's signature visible at lower right.

Reverse description The upper portion of the reverse depicts a large steam-powered ocean liner surrounded by sailing vessels in a busy harbor, with the date 1913 prominent above in the arched field. Below, a rectangular cartouche supported on either side by two dolphins carries the bilingual commemorative inscriptions in French and Dutch flanking the crowned arms of Antwerp at center, surrounded by a floral wreath. The issuing organizations are named along the lower register of the cartouche.
