The bracteate-adjacent pfennigs of this era circulated under periodic renewal ordinances — Verrufung — requiring subjects to exchange old coins for new ones at a fee, a fiscal mechanism that made hoarding actively punitive and drove consistent reminting cycles throughout his reign.
