Euro Souvenir notes are issued by the Union Européenne Des Fabricants De Souvenirs under license arrangements that allow them to mimic euro formatting without infringing on ECB intellectual property — they are explicitly non-legal-tender novelty items, sold primarily at tourist sites across the eurozone. Oberthur Fiduciaire's involvement is commercially logical: the firm prints genuine currency for multiple central banks and has the security infrastructure to produce convincing facsimiles, hologram foil included, without crossing into counterfeiting territory.
