Vista Bank entered the Romanian market in 2018 following the acquisition of Brăila-based Libra Internet Bank's retail network — though it has since carved out a distinct identity as a mid-tier commercial institution. An "ordin de plată" is a payment order, a routine interbank transfer instrument under Romanian National Bank regulations, not a banknote or circulating currency in any numismatic sense.
A 2026-dated example is simply current banking stationery. There is nothing collectible here yet.
