The Federal Energy Office produced these coupons during the 1973–74 oil embargo but never actually distributed them to the public. Congress refused to authorize a rationing program, leaving the entire printed stock — reportedly numbering in the billions — warehoused and eventually destroyed. The coupons exist today only because small quantities leaked out during or after that disposal process.
Their survival is essentially accidental.
