This is a novelty item, not a banknote. No such denomination has ever been issued by the United States Treasury or any recognized monetary authority. "Million dollar" notes in this format have been mass-produced as gag gifts, religious tracts, and promotional materials since at least the 1970s, with Grover Cleveland's portrait borrowed from the authentic $1,000 Series 1928 note on which he genuinely appeared.
