The VOT X MVLT XX legend places this issue squarely within the first decade of Theodosius II's reign, struck to commemorate the decennial vows and anticipate the vicennalia — a tradition inherited from pagan imperial cult and awkwardly absorbed into Christian Rome. Theodosius II came to the throne at age seven in 408, the same year his father Arcadius died, meaning the actual governance fell to the praetorian prefect Anthemius for much of this votive period.
These tiny nummi were the lowest denomination in active circulation, struck across multiple eastern mints simultaneously, which accounts for the considerable variation in fabric and strike quality seen across surviving examples.
