The VICTORIA AVGGG reverse type — three Augusti, plural — reflects the political arrangement of 383–387 precisely: Theodosius I ruling the East, Valentinian II nominally holding the West, and the usurper Magnus Maximus controlling Britain, Gaul, and Spain after murdering Gratian. Rome struck coins acknowledging all three simultaneously, a numismatic acknowledgment of an arrangement that Theodosius privately regarded as temporary. He invaded the West in 388, executing Maximus shortly after.
