Maximinus II issued this coinage as Caesar under the Tetrarchic system, a period when the western and eastern courts were fracturing badly — by 308 the system Diocletian had engineered was already collapsing into open rivalry. The Thessalonica mint was one of the primary eastern production centers during this breakdown, operating under shifting political loyalties as Galerius, who controlled the region, maneuvered against his co-rulers. Maximinus would eventually declare himself Augustus unilaterally in 310, effectively abandoning the Caesar title this very issue was struck to advertise.
