Licinius I struck these issues at Thessalonica during the chaotic interval of the Tetrarchy's final collapse, when the western college had already fractured under Maxentius and Constantine's rivalry. Thessalonica was one of the more productive mints of the eastern Tetrarchy at this moment, serving Licinius's administrative needs as he consolidated control over the Balkans following his appointment by Galerius in 308 at the Congress of Carnuntum.
