The VRBS ROMA issue was part of a coordinated propaganda campaign launched around 330 AD to celebrate the formal dedication of Constantinople as the empire's new eastern capital. Rather than commemorating the new city alone, the series was paired with a matching CONSTANTINOPOLIS type — the two struck simultaneously at mints across the empire to project an image of Rome and Constantinople as twin pillars of imperial power. Siscia, a key Danubian mint, was well-positioned logistically to supply coinage to the frontier garrisons of Pannonia and Illyricum.
RIC VII 240 for Siscia places this issue in the third officina. The series was discontinued after Constantinus I's death in 337.
