The VRBS ROMA and GLORIA EXERCITVS types were issued simultaneously as part of a coordinated propaganda campaign in the final years of Constantine I's reign, celebrating both the ancient city and the army that sustained his dynasty. Heraclea — ancient Perinthus, renamed and elevated by Constantine himself — was one of his favored mints, positioned strategically on the Via Egnatia between Thessalonica and Constantinople. These small nummi were struck in enormous quantities across nearly every active mint, making exact mint attribution dependent almost entirely on mintmark reading rather than style.
