The VIRTVS EXERCIT type belongs to a brief propagandistic push by Constantine I following his decisive victory over Licinius at the Battle of Cibalae in 316 and the subsequent uneasy peace. The London mint — one of the westernmost imperial mints and already in decline by this point — closed permanently around 325, making its output from this final active period relatively scarce compared to the eastern workshops. RIC VII 191 is rated R4 at the London mint, placing it among the rarest officina assignments in the series.
