North Carolina joined the 50 State Quarters program in 2001, but the commemorative note series that followed operated on a separate production schedule. The 2003 note for North Carolina was part of the Federal Reserve Note issues distributed through the Richmond, Virginia Federal Reserve District — the district that has historically served the Carolinas — meaning most examples entered circulation through that channel rather than nationally.
The Series 2003 printing run coincided with BEP's transition period between the Fort Worth, Texas facility and Washington D.C. production splits, making district attribution on individual notes worth examining.
