In 2009, the National Bank of Serbia issued this note through ZIN — the state security printing works in Belgrade — to mark eighty years of domestic banknote production. ZIN was established in 1929, ending Serbia's longstanding reliance on foreign printers such as the American Bank Note Company and various European firms that had produced Yugoslav currency for decades. A commemorative test note of this kind is primarily a technical and institutional document: it demonstrates current production capability and security feature implementation rather than entering circulation.

The watermark is the only declared security feature, modest by modern standards, which itself may be the point — test notes are typically internal showpieces, not full production runs.
