Reverse lettering 1855-1975 The Act of 3 March 1855, established the domestic registry system in the United States. This was the first "special service" of the U. S. Postal System. The Registration fee was five cents per piece and applied only to letters. Registration provided no indemnification or liability for loss, but was one of the earliest practical attempts to curb internal thefts of letters with valuable contents.
