Obverse description The obverse depicts a panoramic dual-layer view of Tobolsk: the upper portion shows modern Soviet-era buildings in high relief, while the lower portion features a historical bird's-eye cityscape with churches, towers, and traditional structures rendered in finer relief. In the lower field, a large numeral '410' is prominently displayed on a ribbon banner, flanked by the legend 'ТОБОЛЬСКУ' on the left and 'ЛЕТ' on the right, with the inscription 'ГРАД ТОБОЛЬСКЪ' inscribed across the middle register.

The arc legend 'СЛАВЕН ГРАД ТОБОЛЬСКЪ' runs along the upper rim in Cyrillic, and the founding-to-anniversary dates '1587–1997' appear along the lower rim.
