Obverse description Right-facing bust of Tor Stenersen in high relief occupies the right portion of the field, with his name inscribed along the right rim. The left field features a detailed composition of wartime imagery including a disassembled Sten submachine gun, a parachutist descending from an aircraft, and a view of what appears to be Akershus Fortress in the lower field. The surrounding legend arcs across the top, with the engraver's initials ES visible at lower right.

Reverse description Central design features a large Victory V-sign in bold relief, with the crowned Norwegian lion rampant superimposed at its center. A horizontal banner bearing the dates 1940-1945 crosses the lower portion of the V. The design is flanked on both sides by full olive or laurel branches meeting at the base, and the legend KAMPEN FOR FRIHET arcs along the upper rim.
