This is a collector or commemorative item issued under the "Marco Polo" name — not a circulating banknote denomination. Kazakhstan's Banknote Factory in Almaty, established in 1997, was one of the first purpose-built security printing facilities in Central Asia built entirely under post-Soviet national ownership. The Arjowiggins Security paper substrate is a French-sourced product widely used in commemorative and specimen printings where longevity and security feature compatibility matter more than cost.
The combination of hologram, optically variable ink, and a security thread on what is essentially a showcase piece suggests this was produced partly to demonstrate the factory's own technical capabilities to international clients or monetary authorities.
