Lithuania's post-Soviet transition produced two parallel paper systems simultaneously: a proper currency reform working its way through the pipeline, and an immediate practical problem — how to manage food distribution while the ruble collapsed and the litas wasn't ready. These "maisto talonai" (food coupons) were the stopgap, issued by the Republic in July 1992 to ration basic goods and limit speculative purchasing during the worst of the shortage period.

Spindulys in Kaunas had been printing for Lithuanian institutions since the interwar republic, which made them the obvious domestic choice. The assignment to print ration coupons rather than currency was a small humiliation for a press with that history.
