Lithuania's food coupons — "maisto talonai" — were introduced as a rationing mechanism during the severe shortages that followed the restoration of independence and the Soviet economic collapse. The November 1992 series arrived late in the coupon system's lifespan; by this point, the parallel litas reintroduction was already being prepared, and the talonai were widely understood to be a temporary expedient rather than a durable solution.
Spindulys, the Kaunas printer, had been operating since 1928 and handled much of Lithuania's early post-Soviet security printing by necessity — there was no time to commission foreign security printers. Quality reflects that urgency.
