Boris Godunov's accession in 1598 was itself contested — he was the first tsar to be elected by a Zemsky Sobor rather than inheriting by bloodline, following the death of Feodor I and the extinction of the Rurikid dynasty. The Pskov mint, one of three active under his reign alongside Moscow and Novgorod, used the ПС mintmark to distinguish its output. Pskov's coinage from this period tends to appear in slightly cruder fabric than Moscow strikes, a known characteristic of the provincial operation rather than a flaw specific to surviving examples.
