Cilicia in the early fourth century was a patchwork of semi-autonomous cities and dynasts operating under loose Achaemenid oversight, many of whom struck fractional silver for purely local exchange. Attribution of the smallest denominations — hemiobols especially — remains contested because so few bear unambiguous ethnic legends, and the regional workshops shared engravers, punches, and sometimes flans.
