Pagasai functioned primarily as the port of Pherae, and its coinage reflects a harbor town operating at the margins of Thessalian politics rather than directing them. The hemiobol denomination served small transactional commerce — port fees, market exchange — where fractions of the obol carried real purchasing weight.
BCD Thessaly I 1223 places this piece within a coastal mint whose output was modest and whose surviving specimens are correspondingly scarce in any condition.
