Τὸ δάνειον ἐπραγματοποιήθη μέχρι τοῦ ποσοῦ 1,570,000,000 δραχμῶν. Ἐξεδόθησαν 15,700,000 ὀμολογίαι ἑκατὸν δραχμῶν ἑκάστη ἐξοφλητέαι ἐντός 20 ἐτῶν διὰ κληρώσεων ἐν τῷ ἄρτιον. Αἱ κληρώσεις ἐνεργοῦνται τετράκις τοῦ ἔτους. Διατίθενται ἐπιπροσθέτως δραχμαὶ 8,000,000 ἐτησίως πρὸς διανομήν λαχείων διὰ ἐιδικῶν κληρώσεων ἐνεργουμένων τετράκις τοῦ ἔτους. Ὁ τόκος ὁρίζεται είς 6 1/2% εινε δὲ πληρωτέος τῇ 1ῃ Ἀπριλίου ἑκάστου ἔτους. Ἡ ὑπηρεσία τοῦ Δανείου ἐξασφαλίζεται, (1) ἐκ τῶν πλεονασμάτων τῶν ὑπεγγύων προσόδων, (2) ἐκ τοῦ ἡμίσεως τοῦ διπλασιαζομένου συνθετικοῦ φόρου, (3) ἐκ τοῦ προστιθεμένου 10% φόρου ἐπὶ τῶν ὑφισταμένων φόρων ἄμεσων ἢ ἔμμεσων, (4) ἐκ τῆς βαθμιαίας ἐκποιήσεως τῶν ἀκινήτων τοῦ Δημοσίου. Αἱ κληρούμενοι ὁμολογίαι καὶ τὰ τοκομερίδια ἀπαλλάσσονται ἀπὸ παντὸς φόρου παρόντος ἢ μέλλοντος, οὔτε δύνανται νά κατασχεθῶσιν. Αἱ Κληρούμενοι Ὀμολογίαι, τὰ Κέρδη ἀπὸ τῶν λαγνῶν καὶ τὰ λήγοντα τοκομερίδια πληρώνονται παρὰ τῆ Ἐθνικῆ Τραπέζη τῆς Ἑλλάδος. Greece's 1922 Internal Lottery Loan was a forced fiscal measure pushed through during one of the most catastrophic periods in modern Greek history — the Greco-Turkish War was still grinding toward its disastrous conclusion at Smyrna, and the state treasury was effectively exhausted. The lottery mechanism was a political compromise: framing a compulsory government borrowing as a prize-bearing instrument made it marginally more palatable to a population already bearing enormous war costs.
Bradbury Wilkinson printed the series at their New Malden works, a firm then handling sovereign debt paper for governments across Europe and South America. The timing places this bond within months of the Asia Minor catastrophe and the subsequent population exchange that would permanently reshape the Greek state.
