Valentinian II was eleven years old when elevated to co-emperor in 375 AD, and the VICTORIA AVGG legend on this issue is a studied piece of political theater — the "victory of the emperors" proclaimed during a period when the western court at Milan was effectively controlled by the Frankish generalissimo Arbogast and, before him, by Magnus Maximus's usurpation, which had pinned Valentinian to Italy. Siscia's mint was operating under considerable administrative strain through the 383–388 period of Maximus's occupation of the western provinces.
