Valentinian III came to the western throne as a six-year-old in 425, and real power through most of this issue's probable striking window rested with his mother Galla Placidia and the generalissimo Aetius. The VOT PVB votive formula — a public vow renewal — was by this period almost entirely ceremonial, a bureaucratic inheritance with no meaningful religious content behind it.
