Valentinian III came to the western throne as a six-year-old in 425, and real power through most of this issue's probable striking window rested with his mother Galla Placidia and the generalissimo Aetius. The VOT PVB votive formula — a public vow renewal — was by this period almost entirely ceremonial, a bureaucratic inheritance with no meaningful religious content behind it.

The Rome mint was operating under severe constraints by the 430s, which accounts for the notably low module and weight of this type.
