Theodosius II came to the throne at age seven following his father Arcadius's death in 408, with effective power held first by the praetorian prefect Anthemius and later by his elder sister Pulcheria. The Thessalonica mint was one of the more active eastern provincial mints during this regency period, supplying bronze coinage across the Balkans at a moment when Hunnic pressure on the Danube frontier made reliable small-denomination supply genuinely logistically difficult.
RIC X 396 is catalogued among the smaller module issues of the reign — the 1.4g weight reflects the general debasement of the follis that had been progressing since the Constantinian period.
