Struck at Constantinople during the period when Arcadius existed largely as a figurehead, real power held first by Eutropius — a eunuch chamberlain whose unprecedented consulship in 399 AD had already scandalized the senatorial class — and then by his wife Eudoxia. The CONCORDIA type was issued against a backdrop of anything but harmony: the Gothic federates under Gainas were occupying the capital itself in 400, and their expulsion was followed by a pogrom against Goths in the city.

RIC X 86 is among the smaller module issues of the reign, a reduction driven by ongoing metal shortages rather than any formal monetary reform.
