Moulay al-Hasan I spent much of his reign on campaign, leading exhausting mehallas through the Moroccan interior to reassert makhzen authority over tribes that had grown accustomed to ignoring the sultan's tax collectors. The bronze falus issues of his final years were struck at a moment when the treasury was under serious strain — European financial pressure and the costs of maintaining a standing military force were quietly hollowing out the fiscal foundations that his son Abd al-Aziz would inherit and fail to manage.
